John P. Wheeler III planted incendiary devices...

Weren't these just bug bombs? Not that it is OK to plant them in someones house... it just sounds like they were saying it was an attempted arson. Weird.

I would be willing to bet that someone else put them in there — as a prank, perhaps. If Wheeler wanted to burn down the offending house, he was smart enough, I’m sure, to actually do so.

Just my suspicions based on all I have read: I don’t know the motive, but I am willing to believe that this was a hit somehow connected to his government work. He was assaulted and injected with something that was supposed to kill him.
He turned out to be tougher than the assailant figured and wandered around for a few days until they caught up with him again and finished him off.
