agreed. Just make it so that none conceived after enrolled are covered. Personal responsibility.

It isn't forced. It is the option that is necessary to go on the taxpayer's dole. Norplant is not a permanent measure. When they are off of the government's program then they can take it out and have another kid. Norplant or sterilization should also be mandatory for those that have been convicted of child abuse or neglect.
