Yes, the man can talk. He certainly can talk. He's really quite good at talking. I do not think that is 100% true.
He CAN read aloud from a teleprompter but that is a far cry from being able to effectively speak extemporaneously; or being a proficient orator.
Unless by 'talk', you meant that he is capable of emitting an array of different sounds from his vocal chords...

As his classmates at Harvard Law said, he was the most arrogant human being they had ever met...so arrogant, he deigned to lecture his professors on the finer points of the law.
What happened to Barack Obama was that when time finally came to put up or shut up...he couldn't do either.
And to add insult to injury, he lacks the dignity to leave the stage gracefully now that he has been exposed as a fake.
The game is over, Obama...better hit the road before the townspeople show up with their pitchforks.
