Actually, I've seen those "Recovery Act" road signs all over here in the Northeast. Every state has gotten into that pile of money for work they wanted to do anyway, but were waiting for Federal money to get started. I don't know what ELSE that money was funding, but the roads sure have been getting paved, and bridges and exits being built around here.

Of course, that work would have been done at some time in the future, using funds from the Fed. DOT, but this was 'found' money, and pushed some plans from the back to the front burner.
