I thought most of that water bill is penalties and fines.

Water is an issue for Atlanta - I heard a few years back that if they were to build reservoirs, they would pay for themselves in fines and fees within a year or two.

The Atlanta Department of Watershed Management is a hot mess. Home owners have been opening their mail and finding $5000 bills. It took me two years to convince the City what meter supplied my office building and get the right bill. I’ve never really had a problem with penalties but they are cracking down on inspection fees and such. In fact, the whole city government has slowed to a crawl except the revenue police. They have guys that just go from building to building making sure every company has a current business license and that it is properly posted.
