I believe that under Senate rules, by voting no Reid retains the right to re-introduce the bill. Otherwise it would be dead. He will reintroduce it after the elections during the lame duck session.

Oh, I see. I was not aware of that he had to be on the winning side.

He’s still a crass political animal! The whole thing was designed to get votes from hispanics and to get him support from the Democrat base in November.

But thanks for the clarification. I stand corrected.

That's not so. A failed cloture vote does not preclude bringing another cloture motion up on the same exact point. What failed to pass today was a cloture motion, and there is no limit on introducing cloture motions. A cloture motion proposed to limit debate. When a cloture motion fails, all it means is debate on the underlying point continues, until either there is no objection to voting, or 60 Senators force voting by first passing a cloture motion to limit debate.
