In 1997s Pigford vs. Glickman case, approximately 400 African (hyphen) American farmers sued the US Department of Agriculture claiming racial discrimination from 1983-1997. When the case was settled an estimated 2,000-3,000 claims were expected to be filed with awards reaching $50,000 each.
Today, nearly 92,000 black farmers are claiming Pigford reparations 5 times the number of blacks who were operating farms at the time.
The 2007 Agricultural Census shows a total of 39,697 Black or African-American farm operators keep in mind thats 10 years after the last Pigford year. Interesting that the National Black Farmers Association puts their 2007 figures at only 18,000. In short, a minimum of 500% of all 'Pigford' black farmers were discriminated against.
To date almost $1 billion has been paid or credited to the black farmers under the settlement's consent decree. And thats not enough. As of February 2010, President Obama and Secretary of Agriculture Tom Vilsack promised an additional $1.15 billion to cover remaining claims.

I don’t live in Atlanta but have been informed what the other interpretation is of the MARTA acronym - I perhaps naively used the subway several years ago to get to a meeting in Buckhead from the airport. I was somewhat shocked to realize that I was the only person of my complexion there (and was wearing an expensive suit, no kidding!) but I ended up shooting the breeze with a couple of people on the subway and it was all good. Funny how this stuff works out.
Is there any legal penalty for declaring oneself to be African-American?
I mean, there’s all these bennies out there, and I’ve paid taxes for a lot of years for little to no benefit. A single checkbox on a form and I can get some of my money back.
Race is a self-identifying feature, right?
I tan real well...
What is MARTA?
Depending on whom you ask, either:
Metropolitan Atlanta Rapid Transit Authority,
or,
Moving Africans Right Through Atlanta
