This policy makes no sense on any level. The republicans should use this issue in the upcoming elections. It is very easy for people to understand.

"Obama gives 3 Billion of tax money to foreign, nationalized oil companies while putting American oil workers out of work and taxing their American employers out of existence."

Under 30 words and you could probably cut it down from there. Imagine how this would play in the Gulf states. It should actually play well everywhere, but you can't explain things to some people.
