Rolbin worked in private law practice for 12 years before joining the Peace Corps. Upon returning from his service, he became a Department of Justice trial attorney in the Office of Immigration Litigation. Rolbin just recently joined the State Department, where he works as the director of legal affairs and law enforcement liaison in the Bureau of Consular Affairs/Passport Services.

Question: What was the age of majority in the early 1960s?

If it’s true as some are saying that BHO would’ve been listed on SAD’s passport because he was a minor, then given that she was not yet 18 in 1960 until November of that year, if she did have a previous passport then wouldn’t she have by necessity been listed on her own mother’s instead of one of her own?

If the age for obtaining an individual passport as an adult was 21 then SAD’s first opportunity to get one would’ve been November 1963. They were at that time good for 3 years with a 2 year renewal/extension possible. So why would she have needed one in 1965 if she’d had obtained one in 1963.

The only way I can see SAD having her own adult passport before the 1965 one is if the legal age was 18 and she’d gotten one almost immediately upon her birthday. Otherwise, maybe the person requesting the documents through FOIA, should look at granny Maddie’s 50’s & 60’s passport apps.

Many years ago I worked for a branch of the National Archives and Records Administration (at a Federal Records Center). Each of these branches kept (keep) an incredible volume of material.

Each center would have a master record of where sets of documents were maintained—say a few cubic feet of records, or, in the case of tax records, thousands of cubic feet. Within each set would be documents kept in their original filing order (numeric or alphabetic).

If a request from some quarter was made to get one of those documents, a paper form was completed in duplicate, which included the row in the center where the document set was located. We would go to the row, identify the box containing the document, find the box, locate the individual document, and leave one copy of the form, attach the other copy of the request form to the requested document and send it on its way.

It was cumbersome and not simply a matter of randomly going to a row and a box to find what you wanted. There was a methodical system.

All of this to say, for someone to have found out about Stanley Anne’s original passport record and then to go to the actual location to remove the record, it could only have been done with intention, and with assistance of someone at the National Archives who would have knowledge where the records were held.

And for multiple records of differing types (passport, birth certificate, adoption, marriage licenses, etc.), held by different levels of government to all conveniently disappear suggests a very clear pattern of conspiracy to deceive.

Those documents disappeared with the help of a fair number of people.

One thing the researcher should seek is a master list of requests for documents for a given period. While the actual document (the passport application), might not still exist, the request to pull that document at the Federal Records Center may still exist. That was the audit control feature to make sure you could account for where documents were if not in the original set of archived materials.

I wish he would have put the location these actions were taken. The 1965 application would have had Barry on it. And when he returned, he would have had to get a US passport in Indonesia, theoretically. Also it looks to me she was using her married name in 1965. It looks like the only change was that she dropped the Dunham name. 1.March 15, 1965. Stanley Ann Dunham marries Lolo Soetoro (P1) 2.July 19, 1965. Stanley Ann Dunham Soetoro is issued passport number F777788. The actual application was presumed destroyed in the 1980s, but it and its date are referenced at least 3 times in subsequent documents. (P1, P3, Waiver) 3.June 29, 1967. Stanley Ann Dunham Soetoro applied to amend her passport to use her married name, Stanley Ann Soetoro. (P3) 4.July 19, 1968. Passport expires. (Passports issued in 1965 were good for 3 years.) 5.August 13, 1968. Stanley Ann Soetoro applies to have her passport extended (renewed) for two years, through July 18, 1970. Passports issued in 1965 could be renewed only for two years. 6.July 19, 1970. Passport Expires. 7.October 21, 1971. Stanley Ann Soetoro attempts to enter the US with an invalid (expired) passport. She requests a waiver, which is granted. (Waiver) 8.January 4, 1972. Stanley Ann Dunham Soetoro applies for a passport to return to Indonesia. This passport, due to a change in the law, will be valid for 5 years. (P2) If you have corrections to this, please add them in.

Just a guess as to what the designation in parentheses (Soebarkah) might mean after "Barak Husein Soetoro":

It could be a shortened, contracted form of the name that would be used in Indonesia: the "Soe" could be derived from the family name "Soetoro" and the "barkah" a form Barack.

Is anyone here familiar with the Indonesian language and customs and can give us your take on this?
