I have two strategies for dealing with mister Cuomo.
First, shut of all power from outside sources, second, shut down immediately all shipments of trash from out of New York.

I’m glad to see industry finely grow a pair. the EPA and the states do not want this back in the courts. They know they will loose with co2 is a pollutant causing harm.
