But that only works if both state and federal authorities choose to ignore all their lawbreaking. If they really are set up on ranches, then state or federal law forces could send in tanks and helicopters and APCs filled with troops.
It's the gangs who are really defenseless if they have located themselves on a ranch, away from innocent bystanders. That's why this who thing makes no sense.
I don’t think the gangs will stay on the ranches. They’ll fade away if law enforcement/military is brought in. But they get their message across.
