students should learn

The conditional word is should.

If they don't, are they passed on anyway?

I’m not sure this is fair. This was initiated by the states and was financed by the Gates Foundation. Conservatives are supporting it. One of them is Chester Finn who is very conservative. I’m not sure that they’re all that excited about the feds using these standards the way they are, but the standards themselves are supposed to be pretty good, although there are several states whose standards are higher.

Unless we put the control of the public schools back on the local level we will only sink further into the abyss of Communism.

"The quick adoption of common standards for what students should learn in English and math each year from kindergarten through high school is attributable in part to the Obama administration’s Race to the Top competition.

I'm confused?!? What 'Race'?

In the olden day's, meeting 'the common standards' was called: 'Passing'
And NOT 'meeting the common standards' was called: Failing
And not 'Passing', or 'Failing' was usually followed by you meeting 'Mr Belt' when you got home. And the only 'race' was around the dining room table, to see how long you could outrun 'Mr Belt'.

But it was no use. Mr Belt always won in the end
(pun intended)

Note:: I never 'Failed' a grade, nor had to go to 'Summer School'.
(now those guys really caught shiite from us. we were relentless and cruel)
