The Department of Energy may have some crucial pieces such as the Atomic Energy Commission. Also, there may be some national security programs that had been shifted from Defense. As far as the goal of energy indepedence, it has been a failure. I'd bet a good chunk of Energy could be cut or transferred to the States.
