Here is one of the pictures from the NAACP website on the article concerning the Tea Party Resolution. When I saved the image I noticed they had it labeled at their site as "nword". You notice it includes the image from that Texas nutjob (Robertson) who was booted out of that event for his sign and been repudiated by the all the local and national Tea Party Organizations...but why would the NAACP let the facts stand in their way???

I also notice that the sign, as written, is directed to all taxpayers as despised slaves of the slave owner, Congress. It doesn't have anything specifically to do with black people except using their experience as a metaphor for what a large percentage of Americans are experiencing at the hands of a rapacious federal government (for instance, the lifetime expropriation from a slave of the fruits of his labor in the old South was about 10%. Compare this to what the government takes now).
