Yes, Virginia, there are such creatures as Trash Police.
No word on whether they are armed or whether they will break down your door at midnight and shoot your dog.
They do however seem to have taken instruction from former President William Jefferson BJ Clinton on the proper definition of the word is since they are able to distinguish between the lawful use of a trash can and a refuse receptacle.

Agreed. This is what happens when you give dumb people some power or authority.
This reminds me of some "zero tolerance" policies in our schools. Policies that are absolute mean "no thinking is allowed". Absolute rules or policies are for people we don't trust to make decisions.
Okay, so you are on a trip and stop to rest in Charleston.
While you are parked you tidy up the car and fill a plastic garbage bag with various wrappers and paper bags, plastic bottles and maybe even a used Huggie or two.
Is that trash or refuse? Is it legal to put it in a curbside container? Are there signs posted with guidelines?

That depends: Does the garbage contain anything with your name and address on it? Does a gub’mint sanitation engineer see you placing the items in the bin? LOL.
