I think that’s basically what they’re trying to do. They claim they’ve captured 90%of the leak that way using a hood of some kind and funnelling it to boats above.

This whole thing makes no sense to me.

You’ve had oil leaks in Saudi Arabia 100 times as bad and skimmers are able to retrieve the oil from the surface.

The technology is there.

So why is this @ hole president not stopping the leak?

Depth under water is the issue. The maximum depth in the Persian Gulf is 300 ft and the average is 160 ft. If you have a leak it will surface very close to the rig and you can contain it instead of traveling miles underwater like the current leak. You can also send crews down to work on the rig. Even 300 ft is within SCUBA depth.
