It is entirely possible. It's also possible it was a leftover weather warning. In anticipation of or the result of bad weather/icy roads, a message that told people not to try to come into work? I'm just grasping at non-conspiracy theory answers here.
That's probably the most likely reason for the recording.
However, just to play Devil's Advocate, why would the message say for employees to "stay with their families."
I would think that a more appropriate message would tell employees to "not report to work."

That's what occurred to me, but why would they be advising personnel to "stay with their families?" That's the kind of thing you say only when there's a major disaster.
