BP is a convenient scapegoat for those in the U.S. government and the environmentalist movement who are attempting to avoid any blame for the mega-disaster in the Gulf. The U.S. government and environmentalists are actually the ones to blame for the disaster.
Over the past 30 years the environmentalist movement has gained enormous influence over public policy and Left-leaning politicians at the state and federal levels. No greater example of this lunacy can be found than the opposition to oil drilling in ANWR.
They successfully brought California's economy to the brink of disaster, at least in part, due to their insistence that the state cease from oil exploration, drilling, and refining, although the state uses more oil than any other in the nation. The result has been rolling blackouts and skyrocketing fuel prices.
At the national level the environmentalists used their influence to secure liberal support for legislation that effectively banned all oil drilling on land, as well as near the shoreline at the Gulf, the east coast, and the coast of California. This forced the oil companies to drill much further away from the shore, in the deep waters of the Gulf--which is precisely what led to the present crisis.

But, yes, totally agree, some corrupt gov. half-wit should have said, "What, you want me to allow you to destroy the world and your only giving me this much?
