The proper way to deal with natural resources under the feet of Neanderthals is to move in and take the resources.
Otherwise—i.e., when you pay the Neanderthals for the resources—what you get is Neanderthals with tons of money, enabling them to construct political/religious hallucinations, nuclear weapons, etc.
