Could be this dorky kid is a tattoo artist as well,in which case he's probably making really....REALLY...good money.
Not all overly-tatted people drive '82 Buicks and schlep around all day.Many of them do run their own successful businesses,in which case they really aren't such a bane to society or a drain on our wallets.
If that's his choice in life,and he's not a burden on society,and instead contributes by supporting the capitalist system,what's the harm?
Now,that being said..yes,it's a stupid place to put a stupid tattoo.

The glasses tattoo is a disguise because all the other tattoos shows he is in the Yakuza. He does not want to be recognized by a rival gang. /sarcasm OFF.
