Oil people only go where there's profit. When the Soviet Union broke up the Russians found it necessary to bring in American and European oil experts to REPRESSURIZE their now dead oil fields.
I think it's definitely premature to impute motive to anything Obama says or does. The man is simply not intelligent enough to have intentions!
