Also, does questioning the motives [or intentions] of someone qualify as ‘uncooperative’?

Um, and who are you, or they, to determine any of those cases? Are they trained to diagnose such? Are such illegal? Moreover, is there sufficient cause to think that they would be a harm to Citizens?
