I’m looking at the “caught unawares” scenario.

They can’t get everyone on the first wave of raids,
and those folk that get caught up in those need to warn everyone else,

so that the second wave meets organized resistance.

It would be better for the “first wave targets” to remain free and have SOME arms to join up with others for resisting the second wave.
