Oh please. To compare anything Bush did to what Obama is doing is an insult. Absolutely Bush was a Statist, he was nowhere near a Constitutionalist or a Conservative, but this Obama guy is a Communist. If one wishes to say Bush laid the groundwork for Obama, amen.
