In additon to the ‘vexatious requestor’ law, Hawaii is implementing a law that looks like it means more access to birth certificates. This is Senate Bill 2056. Basically they’re amending (pun intended) HRS 388-18 to allow in-person inspections of birth certificate, apparently by anyone who will show two forms of ID and pay $50, BUT they reserve the right redact anything on a certificate and will not allow you take pictures. See the whole bill here, noting the parts that are underlined:

Interesting. Sounds like they’d like to show his BC but redact any indication of amendments per his instructions to them. heh, heh.

And exactly how would a person redact the original? Are they going to put post-it notes and tear away at the paper? Are they going to black stuff out? They’re not going to show the original and they’re not going to leave anything there that anybody would want to see.

That whole thing is just stupid. Anybody can say they saw it but they have nothing to prove a thing. It’s just a scam to get $50 off of gullible people. And it gives Fukino the power to pick and choose what she shows on a BC depending on whose BC it is and who is looking at it.

Not a good idea - especially after the chief of the vital records dept searched online to see if a requestor was pro- or anti-Obama in deciding whether to tell the truth or lie to them in response to their request.
