What the White House has presented is a new bill, not the language of the Senate bill, and therefore, subject to a full review by the Senate, not a “reconciliation” exception.

There is still no tort reform, or opening of markets for interstate purchase of coverage, or relief from mandates, or right to opt for a health savings account with purchase of major medical, or separation of health insurance coverage from place of employment.
