Yes, it is the HONORABLE CONGRESS that levies taxes, proposes budgets, sends revenue with procedure for the President to spend. Bush couldn’t have been the BIG SPENDER, if the Porkies in the Senate and the Congress weren’t giving him the authority to do so. It’s a balance of powers. Bush couldn’t do it by himself.
The Clinton WH signed Republican bills that repealled Glass Steagall and that created the unregulated derivatives market.
The shame of these people knows no limits....

Remember the two ACORN members who were sisters. One said they were marching for healthcare. The other one said if government could provide housing and food would be great too.
Bush could have vetoed any spending bills that exceeded the budget and he failed to do so. In fact, in 2000-2004 he did not veto a single bill. He could have used his bully pulpit to stand up against Congress and he failed miserably to put a halt to runaway spending. Bush is responsible for the devastating shellacking by the Repubs in 2006 & 2008, and paving the way for a commie pig 0bozo to be elected usurper of the USA.
0bozo & the demoRATS are spend crazy, socialist-commie pigs, but Bush & the Repubs, at least during Bush's tenure in office, were off only by a few degrees to 0bozo's socialist plans to destroy our country.
To which again I reply, BUSH COULDN’T HAVE DONE IT ALL BY HIMSELF, there had to be a Congress in compliance and a Senate that approved... Obama voted for every one of the spending bills.
I realize that Bush was working with a Congress (both Republican & DemoRAT) that was signing up & sponsoring every spending bill they could think of, including the infamous McCain-Feingold (un)Reform campaign bill of 2002. My point is that Bush could have & should have been wielding his veto pen on that debacle and just about every other bill that was sent to him, until Congress (the Repubs at least) finally would have come to its collective senses and actually cut & reduced the size of gubmint. GW Bush however is a globalist through & through, a socialist-lite through & through, and a New World order promoter. In 8 years of GW Bush, I signed hundreds of petitions and contributed several thousand dollars to conservative groups constantly having to beg & plead with GW Bush to just do the right thing. 4 out of 5 times, he would do the exact opposite, which is to say he would gravitate & pander to the demoRATs no matter how much they scorned & reviled him. The only times that GW Bush bristled up, was against conservatives critical of his big gubmint policies, and Christians who criticized his pandering & political correctness for Uzzlims, or those who opposed Harriet Meiers & his support for amnesty for illegals, or those critical of his North American Union support, etc. GW Bush could have been one of our greatest presidents if he had just acted like a conservative. However he was & is, a moderate-liberal RINO and he nearly destroyed the Republican Party as seen in the 2006 & 2008 election debacles for Repubs.
