It is also a handbook of good morals. A major portion of it tells the history of the Israelites - the good and the bad. Sure, it contains lessons about life - both positive (what to do) and negative (what not to do).
The ten commandments have both positive (Thou shalt) and negative (Thou shalt not) injunctions.
