Mark Lloyd is the associate general counsel and Chief Diversity Officer at the Federal Communications Commission. He was appointed to the newly created position by President Obama in early August. His specialty is communications policy, the policy he promotes can be described as having a strange obsession with promoting a racial divide.
He is also not a fan of the First Amendment:
"It should be clear by now that my focus here is not freedom of speech or the press. This freedom is all too often an exaggeration. At the very least, blind references to freedom of speech or the press serve as a distraction from the critical examination of other communications policies.
Make no mistake Mark Lloyd wasn't appointed despite his radical views, he was hired because of them. Lloyd's title is may talk of diversity but it is his job to stifle talk radio's dissent of Obama's policies. He believes that radio should be converted from a market driven medium into a civil rights one:
The civil rights agenda has given way to the agenda of the commercial market, wrote Lloyd. The work of the civil rights community has suffered through a sustained assault by the right. The core of that assault is to deny funding to civil rights work, silence liberal voices, and set the agenda of public debate by an opposition that is better funded, more organized, and more savvy about strategic communications.
Combined with this assault is a relentless marketing of the failed dogma of laissez-faire economics, he wrote.
While the Obama run FCC may agree with Lloyd's priorities, they don't want them getting out. The FCC will not let Lloyd be interviewed about his public policy views:

Wait till GB hears about this, Mark Lloyd will be joining Van Jones I hope.
Imagine the lawsuit when the FCC has to show the court is source of authority to make such a regulation.
The bald faced lies spouted by the likes of Lloyd and other uber liberals are wearing might thin on the majority of Americans, IMO. Everytimg we turn around we are slammed with these idiots trying to convince us the public WANTS this mad march to marxism and that the right wing is keeping them from achieving their socialist utopia.
Bull Puckey! The dhimmirats have the votes in the Congress they need to pass ANYTHING. They don’t need the right for anything other than cover so they can claim ‘bipartisanship’ when the whole thing goes belly up.
Let ‘em swing on their own rope...
It’s time to take back the country.

You know what? Every time I see John McCain I see a snake, and that’s no joke. He has those eyes and the darty tongue thing that ALWAYS reminded me of a snake.
“At the very least, blind references to freedom of speech or the press serve as a distraction from the critical examination of other communications policies.”
And by “other policies” he means silencing the opposition and getting his black friends jobs.
