The Chicago Tribune has a fascinating story about Mayor Daley. The headline of the story is the poll that was done with it. That poll shows Mayor Daley just slightly more popular with the people of Chicago than George Bush was with the American people in the waning months of his presidency. The real story however is the Tribune's analysis of the poll's effect on Daley's power base. Here's the money analysis.

Chicago is simply a small scale Washington, with corrupt politicians stealing taxdollars hand over fist, rewarding their friends at the expense of We the People.
Generally speaking, it’s worse than Washington, DC. If you ever walked into one of the City’s departments, you could come to the conclusion that the city is laying off the wrong people. I have dealt with the City’s Building Department where many of the knowledgeable professionals are being let go while the union slugs remain (after all, a vote is a vote and a union vote counts for more).
My cousin works in one of the City’s departments, where she seems to do most of the work, while the department head takes a lot of time-off. Apparently, my cousin is so effcient (she used to work in the private sector) that her department lends her to other departments to do their work, too. After her first day, they actually told her to “slow down” because she was making them look lazy. My cousin echoed a Marine I know when she said that you could fire more than half of the City workers as long as you had the best workers (and three times the productivity) left after the firing.
I agree on corruption and waste, D.C. has plenty to learn from Chicago.
