One minor thing, though. Your attribution to “a spokesman for a high ranking Republican that supports Kirk” sounds a little like the type of source the SRM uses for articles against Pubbies. When I see an attribution like that , my cynicism usually takes over.

Even though I strongly oppose anyone who supported this huge tax increase, the fact remains that had this Congressman not voted for this bill, another of the Democrats would have, meaning it would have passed regardless.

... so is this an appeal for mercy like when a perp murdered someone, got caught, but was remorseful and apologized profusely, so the Lib judge gives him a reduced sentence and early parole?

At the Tea Party Express stop in the Chicago area (New Lenox), there was a spirited booing in the crowd of 10,000 great Americans when Kirk’s name was mentioned.
This is as bad as Romney’s “I never thought about how keeping my abortion views to myself would lead to the cheapening of human life through stem cell research.” I’d have more respect for Kirk if he just stuck to his guns. I wouldn’t enthusiastically campaign for him or anything, just have a little more respect for him and belief that in his honesty. All that being said, I’ll probably have to vote for the weasel because Alexi Giannoulias is worse than just a crook. He’s an Obama crook who stole an old woman’s home from her with a fraudulent loan. He’s accomplished less than Obama in public life and would probably use the senate seat to line his own pockets with taxpayer money. I’ll take giant douche over turd sandwich.
If he REALLY had a "change of heart", he could simply say that he hastily voted for the bill without fully understanding its impact, but now that it's been brought to his attention he vows to oppose the legislation if it's ever before Congress again. This would be a fairly safe position for him to take, since even many "moderate" Democrats oppose cap-n-trade.
But no, he didn't do that.
Basically the only Kirk "regrets" is underestimating the political fallout from his vote now that he's trying to win a GOP primary for the first time in a decade and gets hounded about the vote everywhere he does. He certainly doesn't regret the socialist agenda the bill will enact, and is waiting for the furor to die down so he can vote for the bill in the Senate (that way it will be forgotten by the time he's up for re-election in 2016)
At the Tea Party here in IL, Mark Kirk’s name got a resounding BOO from the crowd gathered there. I attended a town hall of his earlier this summer and he looked visibly shaken by the comments from the crowd. They basically told him they would be voting against him for his Yes vote on Cap and Trade. No wonder he says he’d vote against it now.
