He's be doing the Clippity, clippity, clippity, rising tone (meaning, "Do you understand me?"). Clippity, clippity, clippity, falling tone (meaning, "Now you better do what I say.") voice, to both of which I'll respond with the double fisted one finger salute (meaning, "Screw you, Barry, and all the morons you rode in on!").
