The Brits made a remarkable statement: Whitehall said US President Obama and Hillary Clinton's reaction to Abdelbaset Al Megrahi's release was 'disingenuous.' The real issue, however, has less to do with the specifics of the Lockerbie release than with Obama's Chicago roots. The Brits could just have soon as said, "Mr Obama, if you want to contact the Canadians and tell them that your upcoming campaign rhetoric calling for a renegotiation of NAFTA is just that - rhetoric - that is for the Canadians to choose public silence in light of your specious ethics. We, however, do not take ethical violations so lightly."

Once we heard that Holder knew of the proposed release as far back as late June, we knew Obama knew as well.

Guess Glenn Beck will have to do an investigation into this rotten mess. He’s the only one who seems to be able to turn over the rocks to reveal the slimy creatures in D.C.
What the British did in this case was despicable and wrong. That being said, I would not be surprised to learn that the Obama Administration pressured them to do it—in the name of Muslim outreach. Professing shock was just so much CYA politics for the benefit of the American people.
I sometimes wonder what Churchill would say about Obama. I’m sure his commentary would be insightful, droll and dismissive in the most colorful terms. And it wouldn’t have taken him long to formulate it either.

I can't figure out if this administration is just simply beyond incompetent or willingly ignoring all protocols, established norms, standard procedures and basically acting an separate entity within the US government, playing above and completely disregarding the law

They're just behaving according to their nature.
Obama was notified in advance about the release. After protesting privately, he should have denounced the planned release publicly well before the release date. Obama went along with the release.
