Now, I've said that there are only two things (other than the public option) that liberals will accept in a healthcare bill. First, a "back door" leading to the public option. Like this "trigger."
And second, the libs will embrace any legislation with the potential to make the existing healthcare system worse, thus leading to more urgent calls for the public option. The left will not allow healthcare to be fixed; they want it nationalized. Liberals are holding the system hostage, and the only acceptable ransom is universal healthcare. You can't fix what we have -- they don't want it fixed.
For the back door, I had envisioned perhaps a very small entitlement which could be easily expanded. All that would be necessary is a slight modification to its charter, and such a program could explode into a full-blown public option within months. Stealthy.
This trigger, though -- well, that's a little more obvious. Which makes it a lot harder to get past protesters. And that's a good thing.
Because the trigger will also make critics a lot more suspicious of the other aspects of the bill. Once you see a trigger in the package, you start looking for "booby-traps" designed to set it off. And as I've said, the only other thing I expect them to put in the bill is booby-traps. That, and whatever concessions they must make to get Blue Dogs to swallow the poison pill. ... This will all come down to whether the public perceives the trigger as a safety mechanism (as the Dems would like them to see it), or whether they recognize it as the merely the very unpopular public option's nose being invited into the tent (which is what it really is).
