Actually, the Constitution DOES cover everything. It says “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”

The 10th Amendment: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
If a power is not explicitly granted to the federal government in the Constitution, it doesn't belong to the federal government.

Actually, it does provide clear principles to cover everything, the most basic of all principles that people ought to be free, and government is to be limited in what it does. Bzzzzzt. The Constitution doesn't provide "clear principles." It provides specific delegated powers, separated into specific branches. Principles may be inferred from the Constitution, but its purpose is not to provide principles about freedom. It is supposed to describe, in the finest detail, those powers which are delegated to the national gubmint.
The Constitution is not a vision statement. It's the actual blueprint. It's the finished product.
