Had a neighbor who spent an inordinate amount of his time finding and cutting roofing shingles to fit into the postage paid envelopes. He was paid a visit (small town) and was told... stop it, they don't get mailed.
The "idea" is to use the PP envelope and charge back to the offending sender isn't it? Just stuff their crap, as much as possible, back in and leave it at that.

Your idea would relieve a lot of stress. It's an easy way for us to ease the strain on HCare and also help the USPS compete with FedEx and UPS!
