A clever move indeed.

Whaddya bet that no car will prove to have a tradein value greater than the wholesale Blue Book value. If it is a real clunker, you will be offered something like a hundred bucks for it.

That if you come in and ask if your car is worth the $4,500.00, but it is actualy worth more, you will still get credited with only the $4,500.0 maximum.

I can see people trading in cars that Blue Book at 6, 8, even 10 grand, but walk out with the $4,500.00 deal.

They will have recieved what they asked for. The dealer cant lose, but the customer sure can.

Is there any requirement that a “clunked” car have the original engine? If not, I wonder if there would be an arbitrage opportunity between people with cars whose engines would be ready for the scrap heap, and people with cars that have good engines but aren’t worth $3,500/$4,500? Mechanic pays the person with the good engine $1,000 or so to let him swap his engine for the crummy one, and charges the other person $1,500 to put a decent engine in his car. I’m sure Obama would claim such a transaction was somehow fraudulent, but only because Obama’s real goal is simply to maximize destruction.
