They are basically making up dummy initiatives that already exist to spend the stimulus money...most of this stuff is already funded federally through Title I and the NCLB legislation.

I saw a sign touting a road project funded by stimulus money near DC - ALL of the workers appeared to be of Spanish descent - toiling away in the hot August sun, no blacks, no whites.
