Bush/Cheney did issue this order (well, something similar and more expansive), and it caused a significant controversy. It was a short-lived homeland security program that recruited people to keep an eye on their neighbors for suspicious activity. It spooked a lot of people who disagreed with the President.

The broad expansion of Federal ambitions under the Bush Administration to conduct domestic monitoring and surveillance may have been more palatable when there was a FR-supported administration in the White House, but it established a precedent for activities now being conducted by Obama. The tools Bush created are now completely at Obama's disposal, for Obama's ends.

Apples/Oranges, that was shortly after 911 and nobody knew where the sleeper cells were. The Extreme Left Media went nuts over that idea and are now predictably quiet. This WH wants us to report on each other not terrorists.
