Actually, I believe the Erie Canal mention is telling. It's been a while for me, so I may have my facts slightly off, but as I recall there was an early debate in the Republic about "internal improvements". Was it right to use taxpayer money and build roads, or bridges, or canals? A lot of people thought that the Constitution made no such stipulation and that these improvements were improper. As I recall, the concept of "general welfare" was trotted out and the politicians got support to use taxpayer funds to pay businessmen to carry out government mandates.
To some extent, the Erie Canal is where the Nanny State got it's start.
Now they are extending the whole concept, making the government responsible for everything, with the taxpayer constantly on the hook for paying for everything the bureaucrats dream up, and they laugh at the opposition saying "You folks are just like the fools who opposed the Erie Canal!"
Personally, I think we need to remake the Republic, and realize that limited government, as described by the actual Constitution, was the right way all along.

On FR over the years, we’ve had many discussions that considered the public works / general welfare issue. Yet the Erie Canal was one step in the direction of a nanny state, but it could have lead elsewhere — there is a role for nationally constructed information and transportation networks, and that dates back to the colonial period Post Roads, or postal routes.
As I recollect the “provide for the general welfare” was a RESTRAINT on federal power. It means that Congress may only enact laws that provide for the general welfare of all, and not for a specific person or groups.

What an idiot. The Erie Canal was paid in full by the State of New York. No Federal monies involved. And it was completed under budget and ahead of schedule. And it was making money before it was completed. It’s a testament to how a government should do things.

What really baffles me is why was Hoyer in New York when he represents Maryland....Yeah, when I saw the man with the Fort Stanwix sign, I knew it was New York and thought it was strange. And does anyone know if this took place in my hometown Utica's train station? Looks like it.
