No. If you are an athlete, are you automatically a natural-born athlete? See this thread with the Oxford English Dictionary history of the usage of this phrase; and do as they suggest and compare with the the history for the phrase native-born to highlight the differences.

Isn’t natural-born a legal thing, as opposed to the athletic thing? What is the accepted legal definition for eligibility used today?
