“The resolution ‘claims sovereignty for the state under the Tenth Amendment to the Constitution of the United States over all powers not otherwise enumerated and granted to the federal government by the Constitution of the United States.’”

No need to split hairs here, but if the states are indeed sovereign, they don’t need to invoke the 10th amendment to prove it. They can come out and say it, like our forefathers came out to Great Britain.

In an ideal world, no. But they may have to in court some day so this is a very good document to have on official record.
