Frankly, since the states are semi-sovereign nations, can’t FL import steel from VA to make guns without it being “interstate commerce” and involving the Feds?

Regulating interstate commerce based on what the raw materials MIGHT be used for is is dumb... really dumb. That would be the equivalent of disallowing Citizens the use of automobiles because they _might_ commit vehicular homicide.
