Under pressure to spend stimulus money quickly, many states are using the federal funds for short-term projects and to fill budget gaps rather than spending on long-term improvements, according to a report by congressional investigators.
The report, scheduled to be released Tuesday by the Government Accountability Office (GAO) at a House oversight hearing, also says many states arent meeting some goals and requirements of the economic recovery program. Some states, for example, are not sending transportation funding to the most economically distressed areas, and they are using education funds to prevent layoffs rather than fund innovative new programs, the report says.
So, government does not work efficiently? Wow, this comes as a complete shock.
Barry has to have someone to blame. The states are taking orders like they should.

Yep, in the course of history, it is so seldom that these gov’t programs go wrong. It’s so NICE to know, that when we all screw up, led to gamble grandma’s inheritance on speculative stocks, and lend money to people we’ll know won’t pay, that there is always Mr. Obama there to advocate for us, and give us the stimulus...the drug...to make us lay back and say AHHHHHH.
One of the perverse features of the states’ using the stimulus money to fill budget holes is that it is probably more directly stimulative than the longer term spending that would result from infrastructure.
It is perverse because (1) it isn’t being used as intended, (2) the states shouldn’t be so badly run that they have huge deficits, and (3) it is pushing money into the economy by employing more unproductive state government drones.

Arizona is using their stimulus to give raises and avoid furloughs at Arizona State University. Jeffrey Coles, a professor in the WP Carey School of Business, makes $350,000 per year.
