Read it, initial it and swear under oath that it was read. Not that it would change anything.
How on earth did they read the Cap and Trade Bill before it was voted on and the additional 300 pages that should up at 3am in the morning? They didn’t.
Yes they should. I also believe they should have to count every dollar they spend. :-)
Absolutely yes! and as a bonus, they should be quizzed on the contents. If they flunk, they should be expelled from congress.

I e-mailed my congressmonsters about this very thing just yesterday.
My general complaint to George Miller, Boxer & Feinstein:
“How dare you people vote on legislation that hasn’t even been read!
There is a name for that kind of action.
It is called GROSS NEGLIGENCE.
Out here in the real world, most people get fired for it!”
That’s about as much as I could say without having an epileptic seizure or inviting a visit from the SS.
I also forgot to mention that sometimes people go to JAIL for it.

You would think by lying under oath, there would be consequences, but, It didn’t hurt Bill Clinton at all.
It was wrong when Congress failed to read the Patriot Act. It is equally wrong now.
they should read it completly,or at least get an accurate assessment of the bill before voting
