Blackjack is one of the few games where the house edge can be eroded to nothing by a smart disciplined player. They can ask you to either play any other game in the establishment or leave the premises. [Think about how DUmb DUmmie Billy Burnett would be for posting this story out in the open...assuming it's true which is a mighty big assumption.]
There is some truth to that -- if the gambler plays the odds perfectly every time, then depending on the house rules (typically whether the dealer has to hit or stand on a soft 17) then the odds are either even or a slight edge to the player.
The trick is, that only works over the long haul and only if you play the odds perfectly. Maybe 1 player in 1000 can do that.
As for making a living doing it by only putting down $200 and playing a few hours a week? No way. The player's edge might be as much as .25% to .50% of the bet amount -- it would take over 1000 hands, on average, at a .5% advantage, to make a 200x increase. You also don't just "walk away" after one losing hand -- you keep playing the same bet over and over again to maximize your advantage and "smooth out" randomness. (i.e., how the casino generally makes their money)

Actually, it was California v Cabazon that was the deciding case, though alas, the Morongo tribe didn’t keep the original bingo hall (it was there for a number of years..) In response to the win in the SCOTUS, the Indian Gaming and Regulatory Act was signed by Ronald Reagan.
But what a find - the fertilizer in this story is enough to keep my lawn green for at least a decade.
