I wonder if it was also coincident with other changes in company policy, like say allowing people to go to a special room at certain times for mid-day prayers; or making sure that no one brought a BLT sandwich along with them for lunch.

One of the companies I worked for forbade the receptionist from wearing black leather pants. Do I have a discrimination case?
nope and nope. It was coincident with realizing that they spent a lot on those parties and only about 1/3 of the employees went. There are no mid-day (or any other time of day) prayer rooms and people can eat whatever they want.
