In recent days, Bush and Cheney have warned repeatedly that Obama should not change existing surveillance and other programs until he takes office and gets all the details on what is being done and WHY.

I don’t think they are saying this just to ehar themselves talk.

I fear that catastrophic consequences of Obama’s “change” could pretty much end the debate on the need for Bush’s homeland security programs.

So do I, and looking back Bush was no conservative, but that's overshadowed by one hughe and series fact: there has been no successful mass casualty attack on US soil since 9/11.

This is not because our enemies are not trying, or because they are stupid, or lazy, or any other characteristic they might possess or lack. It's because they've been stopped, and engaged by our forces in other theaters.

Legacy? The President has no greater responsibility than to "provide for the common defense". This GWB has done, with a steadfast resolve that I fear we will learn to admire more in retrospect during the coming 0bama administration.
