the DoH in Hawaii lied on October 31st when they confirmed his place of birth was Honolulu,

That's not what was said. They very carefully stated that they had an original BC on file. Foreign borns could get a Hawaiian BC if their parents lived in Hawaii for a year prior to birth.

For more information see: Obama's "birth certificate" - the Devil's in the details

Fair point; although I was offering a hypothetical not stating a fact.

State health director Dr. Chiyome Fukino has explicitly stated that both she and the registrar of vital statistics personally validated Obama’s birth certificate.

State law prohibits her from releasing the certificate herself, as we already know. For that reason she is perfectly entitled to refuse to release anyone’s B.C. (or divulge any of its contents) on her own initiative.

She has made her contact details public so if you want, I suppose you could ask her if Obama’s B.C. has been examined in the specific context of satisfying his elegibility for the Presidency.

This is neutral enough; the question is about procedures not data. She may be able to answer without in any way divulging information contained on the certificate.

Asking for anything that hints at the content of the document, strays into the territory of asking her for information that she probably has absolutely no authority to release.
