Well then how is it that people were fired for snooping into Obama’s U.S. Passport files? ... It seems odd that people would be fired for snooping into a U.S. Passport File that did not exist.
Even a diplomatic passport requires an application and thus produces "files"

Obama has a U.S Passport that he held prior to becoming a U.S. Senator.
That Passport lists Obama’s place of birth.
